The Laws of the Empire of Feragothe
By Royal Decree of Her Majesty, Empress Alexius Lutorus
- All peoples within the Empire of Feragothe shall be treated equally by the rule of law. The Empire shall protect all law-abiding peoples within its borders. It is by imperial mandate that the peoples of the Empire live in peace and tranquility.
- All peoples within the Empire of Feragothe shall be legally bound and compelled to aid in the defense of the Empire. Through brotherhood the Empire shall stand against all adversity. The penalty for dereliction of duty to the Empire shall be no less than the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service or public execution.
- No new castles or fortifications shall be erected any man without express consent and warrant of the Empress Alexius Lutorus. The penalty for such acts shall be no less than the seizure of such structure and all possessions within. The penalty for the occupants and owners of such structures shall be no less than the seizure of all possessions and the loss of one hand, or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- Lands or properties which are held as fiefdoms shall not be pawned without the consent of the lord from whom they are held. The penalty for such acts shall be the seizure of said lands. The penalty for the landowner shall be no less than the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- The coinage of money shall be the purview solely of the Empire. No other monies may be coined within the Empire. The penalty for illicit coinage shall be no less than the forfeiture of all possessions and loss of one hand or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- Peace requires truth. If it is found that any person has given wrongful witness or testimony the penalty shall be no less than the offending tongue being removed or the loss of one hand.
- Slander, libel, exaction, and extortion are not virtues of a civilized society. The penalty for these vices shall be no less than the loss of one hand.
- This Empire shall forbid discourse or parlay with any Dark Elves or creatures of Unholy. These beings are the antithesis of the values upon which society stands. The penalty for dealings with these creatures shall be public execution.
- This Empire shall forbid the worship of false gods or the pretender Icarmadoro. The penalty for such acts shall be public execution.
- Notorious, condemned, and proscribed persons shall not be admitted haven in any city, home, house of worship, or other public building. There shall be no escape from the rule of law. The penalty for harboring such people shall be no less than the loss of one hand or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- No citizen of the Empire shall endeavor to reverse any state-meted punishment upon a criminal. The penalty for this unlawful assistance shall be no less than the loss of one hand or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- There shall be no thievery or destruction of another’s property amongst the denizens of the Empire. The first offense of thievery or unlawful property destruction shall be punishable by no less than the repayment tenfold of the property stolen and the forfeiture of one hand. The second offense of thievery or unlawful property destruction shall be punishable by no less than the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service or public execution.
- There shall be no murder amongst the denizens of the Empire. The penalty for murder shall be no less than public execution. Duels, in which all participants agree, are not considered murder by these laws. Unlawful combat, assault or detention, in which all participants do not agree, is proscribed. The penalty for unlawful combat, assault, or detention shall be no less than the loss of one hand.
- No figure of authority or noble shall compel a untitled citizen to commit an unreasonable request, expenditure of personal property, or criminal action. These abuses of power shall result in all power and titles being stripped from the person in question as well as a penalty of no less than the seizure of all possessions. No untitled citizen shall refuse a lawful and reasonable request from a figure of authority or noble in good standing with the law, so long as it does not consist of the expenditure of personal property or criminal act. This shall be construed as insubordination and shall result in a penalty of no less than ten lashes.
- Should any man refuse to settle outstanding debt the penalty shall be no less than the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- Indentured servants may only be created through actions of the Empire. The Empire holds the right to sell or transmit possession of indentured servants as it sees fit. Any citizen in good standing of the law may petition an adjudicator for the manumission of an indentured servant.
- The progeny of indentured servants are they themselves permanently indentured. This Empire shall extinguish all ignoble and houses and bloodlines. Indentured servants have no rights afforded to free peoples. Indentured servants are property and as such only laws governing property apply to indentured servants. It is the freedom of the peoples of the Empire to do as they wish with their own property, lest it infringe upon another’s freedoms. Should an indentured servant commit a crime upon a free man the penalty shall be public execution. It shall be sole digression of the adjucator if the property owner shall also be liable for the indentured servant’s actions. Should the property owner be liable the penalty shall be no less than the loss of one hand.
- The Empire shall brook no “mouths to feed.” By the age of ten years all it is their duty that all peoples of the Empire shall take on a trade. The penalty for the dereliction of this duty shall be no less than the loss of one hand or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- The peoples of the Empire of Feragothe shall not be cowed into submission by brigands or monsters. By the age of ten years all it is their duty that all peoples of the Empire shall learn to wield a weapon. The penalty for the dereliction of this duty shall be no less than the loss of one hand or the seizure of all possessions, the forfeiture of all rights, and the permanent indenturing of service.
- Native tribal peoples living within the Empire shall be afforded the right to internally govern matters pertaining to tribal affairs, so long as it does not affect persons or property external to the tribe. Native tribal peoples that commit crimes against persons or property external to their tribe shall be subjected to the full extent of the law.
- By decree of the Empress any adjudicator may, by vocal proclamation, mete a penalty more severe than the law advises.
